Universal Search Tool

• Default search is set to "Households". 
• Within the "Households" search criteria, household members will not appear, only the Head of Household.

• Account Balance widget was not sorting accounts correctly. New sort order has been set to  1st - Current Unit, 2nd - Non-housing Loans (as applicable), 3rd - Historical loans by move-out date.

Roles and Permissions

• The "View Waiting List" permission is no longer directly tied to the permission to perform recertifications. Before, there was a waiting list removal step in the recert wizard, this step will now be skipped if the user does not have permission to view waiting lists.
